In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77 GW, with no new capacity added temporarily.

The China Shipbuilding (Handan) Perry Hydrogen Energy Technology Co., Ltd., a subsidiary of the 718th Research Institute of China State Shipbuilding Corporation, completed the final transportation and loading of ten 1000Nm³/h electrolyzer units with a total capacity of 50 MW, which were officially shipped from Lianyungang Port to Piraeus Port in Greece.

The 10,000Nm³/h electrolyzer, which won the bid for the wind and solar power-to-hydrogen integrated synthetic green ammonia project of Shenyuan Energy in Etuoke Banner, Inner Mongolia, undertaken by Sany Hydrogen Energy, was successfully shipped.

Thirteen sets of 1000Nm³/h electrolyzers, independently developed by CRRC Zhuzhou Institute Co., Ltd., were officially shipped and will be gradually delivered to the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50 m³ water electrolysis products supplied by H2Pro Energy for the TNB-PCSS green hydrogen demonstration project of State Grid Corporation of Malaysia have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy successfully shipped its AEM hydrogen production system to Austria.

The MW-scale hydrogen production system developed and produced by Hydrogen Yi Energy has been shipped and will be used in hydrogen production-related projects of a large domestic energy enterprise.

Four 1050Nm³/h electrolyzers were delivered by Shanghai Hydrogen Era Technology Co., Ltd. to the China Energy Engineering Group Songyuan Hydrogen Energy Industrial Park project.

China National Heavy Duty Truck Group Electric Equipment (Yangzhou) Co., Ltd. successfully delivered a complete set of 1000Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not been obtained yet.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (all data sourced from public information and SMM survey).

Updates on electrolyzer projects:

1.The project filed by Jiabingwuchun New Energy Investment (Baotou) Partnership Enterprise (Limited Partnership) in Tumote Right Banner, Baotou City, Inner Mongolia—the Tumote Right Banner Wind and Solar Power-to-Hydrogen Alcohol Integrated Project (Consumption End)—was approved by the Development and Reform Commission of Horqin Left Middle Banner on August 21, 2025. The project covers an area of 460 acres, with a newly constructed area of 300,000 m², and includes three major production systems: An annual production system of 180,000 mt of green hydrogen: utilizing 145 sets of 2000Nm³/h alkaline electrolyzer equipment, along with supporting rectifiers, transformers, purification and separation systems, and hydrogen storage facilities (70 high-pressure hydrogen storage tanks of 2000 m³ each and 40 oxygen storage tanks of 2000 m³ each). An annual production system of 480,000 mt of green methanol: including carbon dioxide capture and storage equipment, large-scale synthesis units, distillation units, and five 10,000 m³ methanol storage tanks, using CRI's ETL patented technology to synthesize low-carbon methanol from green hydrogen and CO₂ captured from the air. 650,000 mt Annual Production System for Solid Green Hydrogen Powder: Equipped with gas compression, mixing, reactor and other facilities to synthesize solid hydrogen powder through the reaction of green hydrogen with light metal salts.

2. Guohua Investment Guohua (Rudong) New Energy Co., Ltd. in Rudong Yangkou Port Economic Development Zone, Nantong City, Jiangsu ProvinceGuohua Rudong PV-Hydrogen-ESS Integrated Hydrogen Production Project EPC General Contractingwas pre-awarded. The hydrogen production station has a designed capacity of 1,500 Nm³/h, including one set of 1,000 Nm³/h and one set of 500 Nm³/h water electrolysis hydrogen production units (with hydrogen purification systems), with an annual operation time of 3,600 hours and an estimated annual green hydrogen production of approximately 13,000 mt. Alkaline water electrolysis technology is adopted, directly utilizing green electricity from centralized PV for hydrogen production, forming a "PV-hydrogen production-ESS" closed loop to enhance regional green hydrogen supply capability.

3. Longyuan Power Longyuan (Huanxian) New Energy Co., Ltd. Xifeng Branch in Xifeng Industrial Park, Qingyang City, Gansu ProvinceKey Technology Development and Application Project for Biomass Gasification Coupled with Green Hydrogen to Produce Green Fuelsinitiated the tender for engineering design services. Hydrogen production system design: includes a 1,000 Nm³/h alkaline water electrolysis hydrogen production unit (with rectifier transformers, electrolyzers, purification systems, etc.), as well as basic design for hydrogen filling, storage, and transportation facilities. Utility and auxiliary engineering: covers power supply, fire water, wastewater treatment, steam boiler systems, and auxiliary facilities such as central control buildings, laboratories, road greening, etc.Overall Service: coordinates the entire process design of biomass gasification, methanol synthesis, and jet fuel synthesis, responsible for technical coordination and final design closure of subsystems. Specialized design: includes detailed design for site leveling, fencing, main roads, bill of quantities and budget preparation, as well as HAZOP analysis and explosion-proof assessment for the flare system.

4. China Hydrogen Energy Group Co., Ltd.Duolun County Wind Power Green Hydrogen Coupled with Biomass By-product CO₂ to Synthesize Green Methanol Integrated Demonstration Projectwas signed. Hydrogen production segment: adopts a hybrid technology of alkaline electrolyzers (ALK) and proton exchange membrane electrolyzers (PEM), with ALK electrolyzers accounting for 80% (single unit capacity of 2,000 Nm³/h) and PEM electrolyzers accounting for 20% (single unit capacity of 500 Nm³/h), achieving a comprehensive power consumption of ≤4.5 kWh/Nm³, reaching international advanced levels. Synthesis segment: utilizes CO₂ by-products from biomass gasification and green hydrogen to synthesize green methanol, employing a medium-pressure combined methanol process (5.0 MPa), with methanol purity ≥99.9%, directly applicable for fuel cells and chemical raw materials. ESS Integration: A 1.2GWh energy storage system (lithium battery + compressed air) will be deployed to mitigate wind power fluctuations and ensure stable operation of the hydrogen production system.

5. The 20,000 mt hydrogen energy industrial park project, filed by Daxing'anling Shanhai Jucheng New Energy Technology Co., Ltd. in Huzhong District, Daxing'anling region, Heilongjiang province on August 27, 2025, passed the filing process. Located in the southern zone of Huzhong District Industrial Park with a planned area of approximately 300 mu, the project will be constructed in two phases: Phase I involves an investment of 1.2 billion yuan, focusing on the construction of a solar thermal hydrogen production system and ESS zone; Phase II requires 792 million yuan to expand hydrogen production capacity to 40,000 mt/year, adding hydrogen refueling stations for heavy-duty fuel cell trucks and distributed energy stations.

6. The Yining Lianchuang Urban Construction (Group) Co., Ltd.'s participation in the Yili Prefecture Yining City Green Hydrogen Innovation Application Project (EPC) in Yining City, Ili Kazakh Autonomous Prefecture, Xinjiang Uygur Autonomous Region has entered the pre-bid winning announcement stage. As Xinjiang's first NDRC-approved integrated clean and low-carbon green hydrogen production-storage-refueling-utilization innovation project with a total investment of 1.922 billion yuan, it was jointly applied by Yining Lianchuang and Beijing SinoHytec Co., Ltd., and has been included as a key demonstration project in Xinjiang's 14th Five-Year Plan for hydrogen energy development. Leveraging Ili's abundant wind and solar power resources, the project aims to establish an entire industry chain of "green electricity-hydrogen production-storage/transportation-application", targeting an annual output of 12,000 mt of green hydrogen, along with supporting construction of a 100MW PV power plant, 4 hydrogen refueling stations, and a 247-unit fuel cell vehicle operation system.

7. The Dish-type Solar Thermal Water Splitting RSOC Hydrogen Production Coupled with Natural Gas Hydrogen Blending Project, filed by Baotou Hexi Hydrogen Energy Technology Co., Ltd. in Darhan Muminggan Joint Banner, Baotou City, Inner Mongolia Autonomous Region, obtained filing approval. As Baotou's first demonstration project coupling solar thermal hydrogen production with natural gas hydrogen blending, it explores a low-carbon energy solution of "solar thermal hydrogen production + industrial hydrogen blending" by utilizing the banner's abundant solar resources, targeting an annual output of 15 mt of green hydrogen and supporting construction of a skid-mounted natural gas hydrogen blending system to replace traditional fossil fuels.

8. The CSSC Cangzhou 500,000 kW Wind Power Hydrogen Production and Methanol Synthesis Project - Hydrogen Production Component filed by CSSC Science & Technology Co., Ltd. in Cangzhou City, Hebei province secured filing approval. As CSSC's first green electricity-hydrogen production coupled with methanol synthesis demonstration project in North China, it leverages Cangzhou's rich wind power resources to build an integrated industry chain of "wind power-hydrogen production-chemicals", targeting an annual output of approximately 26,000 mt of green hydrogen (76,000 Nm³/h production capacity) and supporting construction of a 280,000 mt/year green methanol production line to replace traditional fossil fuels. The project has been included in the key projects of Hebei province's "14th Five-Year Plan" for hydrogen energy development, receiving special subsidy support from the local government. It is planned to be constructed in Phase I, with a construction period from October 2025 to June 2027.

9. Ge Meng Yi He New Energy Co., Ltd. has pre-announced the winning bid for the EPC general contracting project of the hydrogen production end of the Chayouqianqi Wind and Solar Power Hydrogen Production Integrated Project (Phase I) in Ulanqab City, Inner Mongolia. This project is the first wind and solar power-coupled PEM electrolysis water hydrogen production demonstration project in Ulanqab City. Leveraging the abundant wind energy resources in Chayouqianqi, it aims to establish an integrated industry chain of "green electricity - hydrogen production - ESS", with a target annual production of approximately 2,947 mt of green hydrogen (hydrogen production capacity of 10,600 Nm³/h). It will include the construction of supporting hydrogen storage, purification, and compression systems to replace traditional fossil fuels11. The project has been included in Ulanqab City's key projects for hydrogen energy development during the "14th Five-Year Plan" period, receiving special support from the local government for land pre-approval, environmental impact assessments, etc. It is planned to be constructed in Phase I, with a construction period from July 2025 to December 202714.10. Progressive Green Solutions (PGS), an Australian developer and supplier of sustainable energy system solutions, recently announced that it has selected Thyssenkrupp Nucera as the preferred supplier for the 1.4 GW electrolyzers in its Mid-West Green Iron project. The project aims to produce 7 million mt of green iron pellets annually, converting half of them into 2.5 million mt of green hot-briquetted iron (HBI), with the production site located near Geraldton, a city in the Mid-West region of Western Australia.Policy Review

The first hydrogen energy standard in the energy industry, NB/T 11810-2025 "Code for Preparation of Planning Reports for Renewable Energy Power Hydrogen Production Projects" (hereinafter referred to as the "Code"), compiled by the China Renewable Energy Engineering Institute, has been officially released and will come into effect on December 30, 2025.​​The European Commission has approved a €4 billion special fund for electrolyzers, providing a 30% subsidy on equipment costs for projects with a capacity of ≥500 MW/year and setting an electrolyzer efficiency target of ≥60% (LHV basis) for green hydrogen projects by 2030.

  1. ​​The European Commission has released the "Clean Industry Agreement National Aid Framework," which explicitly requires member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensures the allocation of public resources towards low-carbon technologies through details such as funding allocation ratios and project timelines.
  2. ​​Corporate Developments​

SPIC Guangdong Power Co., Ltd. and the academician team led by Xie Heping (including Shenzhen University, Sichuan University, Dongfang Electric Corporation, and Dongfang Electric (Fujian) Innovation Research Institute Co., Ltd.) signed a cooperation agreement for the "Key Technology Research Project for the First Set of Offshore Wind Power-Driven Megawatt-Scale In-Situ Seawater Hydrogen Production" at the Guangdong Marine Energy Industry Technology Innovation and High-Quality Development Seminar.

  1. Haitai Hydrogen Energy Development (Huanghua) Co., Ltd. was established, with Mei Zhixuan as its legal representative and a registered capital of 5 million yuan. Shareholder information indicates that the company is wholly owned by Tangshan Haitai Hydrogen Energy Technology Co., Ltd., which in turn is fully held by Tangshan Haitai New Energy Technology Co., Ltd.
  2. Recently, Jingcheng Equipment announced that its wholly-owned subsidiary, Beijing Tianhai Hydrogen Energy Equipment Co., Ltd. (hereinafter referred to as "Tianhai Hydrogen Energy"), completed its capital increase and share expansion, introducing eight investors with a total investment of 290 million yuan, including Qingdao Yinshan Venture Capital Fund Partnership (Limited Partnership) under CATL.
  3. On August 29, Doosan Fuel Cell announced that it had collaborated with Korea Western Power Co., Ltd. to develop a hydrogen fuel cell product utilizing biogas.
  4. HydoTech (Jiangsu) Co., Ltd. successfully passed the factory acceptance test for its advanced electrolyzer solution, custom-developed for Shell's EnergHyNet project.
  5. Recently, Beijing Tianhai Hydrogen Energy Equipment Co., Ltd. secured 290 million yuan in financing. This round was led by CRRC Capital's CRRC Transformation and Upgrading Fund and Huayu High-Tech Transportation Control Fund, jointly with PetroChina Kunlun Capital and Sinomach Capital, followed by four other domestic and overseas renowned investment institutions: CSIC Investment, Hengsheng Capital, Yinshan Capital, and Tongzheng Fund.
  6. Lanzhou LS Group recently hosted a field trip and survey by Deng Hua, Party member and Deputy Director of Gansu Provincial Department of Industry and Information Technology, along with a hydrogen energy technology team from Tsinghua University's Department of Energy and Power Engineering.
  7. Peric Hydrogen Energy (Handan) Co., Ltd., a subsidiary of the 718th Research Institute of CSIC, successfully passed the re-examination of its pressure pipeline installation qualification.
  8. The unveiling ceremony of the New Energy (Shaanxi) Expert Workstation under the China Energy Research Association was held at Shaanxi Hydrogen Research Institute.
  9. Zhongzi Technology's solid oxide fuel cell pilot production line was officially completed and put into operation. With an annual capacity of 20,000 units, the line has successfully produced battery products in multiple specifications, including 10×10cm, 12×12cm, and 16×12cm. Designed with foresight and scalability, the line reserves space for further capacity expansion to 200,000 units annually, laying a solid foundation for future large-scale production.

  1. The Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a lab-tested lifespan of 80,000 hours.
  2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.

Technological Footprint

  1. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
  2. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially unveiled and put into application demonstration at the Microgrid Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a major breakthrough in China's hydrogen energy emergency power supply sector, achieving localization of core equipment.
  3. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20 kV direct-connected hydrogen production power supply (also known as "Hydrogen One"), which has been successfully applied.
  4. Nel Hydrogen (Norway) launched its new-generation PEM electrolyzer, HySyner500, with current density increased to 5A/cm² and raw material costs per unit capacity reduced by 22%.
  5. The offshore wind power PEM hydrogen production and storage system delivered by Shanghai Hydropower Innovation Energy Technology Co., Ltd. successfully conducted real-sea trials at the offshore test site in Yanzhou Bay, Sanya.
  6. Hunan Longshen Hydrogen Energy Technology Co., Ltd. introduced a PEM water electrolysis sheet extrusion coater, significantly reducing the cost of expensive catalyst raw materials.
  7. The kick-off meeting for the Guangdong Provincial Key R&D Program's flagship project in the "New-Type Energy Storage and New Energy" field—"Modular Seawater Direct Electrolysis Hydrogen Production Technology and System Equipment Without Desalination"—was grandly held at Shenzhen University.
